Director Human Resources Programs and Services—April 2019 to December 2022 (retired)

Canadian Forces Morale and Welfare Services – HR Division

Approximate 4,000 employees across Canada, United States, Europe and accompanying the Canadian Armed Forces in missions abroad.

 

Portfolios under my responsibility:

Centre for Conflict Resolution and Ethics:

  • Offer conflict management services such as coaching, group process, facilitated conversation, mediation, restoration, awareness and training

  • Designated Recipient for complaints related to Human Rights, Public Servant Disclosure Protection Act (PSDPA), Conflict of Interest and Harassment and Violence Prevention

  • Oversee policies and programs development and maintenance in support of the legislation CLC Part II Bill C-65, PSDPA, CHRA

  • Oversee the Values and Ethics program – Chair the Ethics Advisory Committee

 

Labour Relations:

  • Oversee the development and execution of the bargaining strategy

  • Direct and support the collective bargaining of our 22 collective agreements

  • Oversee third level grievance processes, settlement negotiation, litigation and negotiation with law firms, investigations, Public Service Labour Relation and Employment Board Mediation, and class actions responses and coordination for the Employer

  • Oversee employment policies that meets federal and provincial legislation and take in consideration common law and contractual law factors

  • Executive secretary to the National Labour Management Relations Committee

 

Diversity, Equity and Inclusion (DEI):

  • Oversee the policy and program development and maintenance for Official Languages, Employment Accommodation, Employment Equity, and Flexible Work Options

  • Oversee the Official Languages and DEI action plans including submission of annual reports to TBS and parliament

  • Designated recipient for Official Languages and Employment Equity complaints

 

Occupational Health and Safety (OHS):

  • Oversee the OHS policy and program development and maintenance in support of the legislation CLC Part II

  • Oversee the job hazard analysis development and maintenance for our 800 positions

  • Oversee investigations and refusal to work processes

  • Lead the National Occupational health and Safety Committee

  • Lead the COVID-19 workplace protection plan and COVID-19 Vaccination policy requirements

 

Senior Advisor Human Resources Planning— February 2015 to April 2019—CFMWS

  • Advisor to the CHRO on HR strategic challenges and opportunities, employment standards and projections to meet current and future business needs

  • Lead the creation and execution of the HR Strategic Plan 2018-2021

  • Manage the HR Division budget—8 M

  • Lead the review cycle and creation of HR Policies and procedures to meet legislative requirements
